chore(project): 初始化项目结构和测试配置

Browse Source 
- 创建 GFramework.Core.Tests 和 GFramework.Cqrs.Tests 测试项目
- 配置测试项目的全局 using 语句和依赖引用
- 添加主项目 GFramework 的元包配置文件
- 生成解决方案文件并配置所有项目引用关系
- 设置多目标框架支持 net8.0、net9.0 和 net10.0
- 配置包发布设置和仓库信息
